Inconsistency & disability rules: will localism help or confuse?

Listening to BBC Radio 4, You and Yours yesterday reminded me once again that different rules, varying standards, attitudes and behaviour can make our world a very confusing place. You and Yours has been running a series on disability issues: Make my day. Yesterday Ade Adepitan reported on car parking for disabled people; the point was clearly made that London boroughs have totally different regulations – and yet, some one’s disability is constant no matter where they are, so why change the rules?
